Education

All accept the need to develop South Africa’s human capital. But given the current issues confronting the education system both in terms of scope and scale, there is disagreement about the best ways to achieve this. The Foundation will endeavour to produce research that will contribute to the development of both policy and practice so that South Africa is able to produce students who will make a contribution to South Africa’s development.

Health

Decent health and healthcare facilities are intrinsic to a well functioning and prosperous country. We believe that they also constitute an important human right. Where there is a manifest failure of delivery, it will be necessary to uncover the causes, but also shed light on how to turn failure to success. The introduction of a national health insurance programme poses great challenges but might also afford great opportunity for healthcare in South Africa. The Foundation will actively engage in debates around healthcare.

 
Institutional Governance

The separation of powers and of political structures is central to the Foundation’s understanding of a democratic state. The current bills under discussion in Parliament will impact on the way national government interacts with provincial and local government. The implication of  this needs to be explored and vigorously debated. The delivery of justice needs continually to be reviewed. These  are all issues relating to institutional governance that need to be addressed on an ongoing basis.

South Africa’s Regional Impact

Given South Africa’s dominant position in the region, it is important that the Foundation explores the impact made by South Africa throughout the region, with particular reference to civil society. Furthermore what happens beyond South Africa’s borders also impacts on the citizens of the Republic and needs to be explored.

The Foundation has to be cognisant of the relationship between regional policies and the promotion of business interests. Do South African businesses abroad act as drivers of regional growth? How does this affect the people on the ground? What impact has South African foreign direct investment had on regional civil societies? South Africa accommodates refugees from across the continent, why are they here and how are they being received? What has happened in their countries of origin to drive them to South Africa? What socio-economic impact do they have on South Africa?
